This is the Bribery Offer of Theodor Herzl to force the Sultan Abdul Hamid II to "witness Palestine being detached from the Khilafah state" :

2.pay all debts of the Ottomany state which was (33,000,000 English Golden Lire)
3.Building a Guarding navy for the Ottomany State (Costs 120,000,000 Golden Franc)
4.Giving Ottomany State a No-Profit-Loan which was (35,000,000 Golden Lire) for the revival of the ottomany economic state
5.Building an Ottomani/Islamic University in Palestine
6.Easing the (Armenian-Ottomany) conflict (Which was invented by England and France to conquer Ottomany State in (WWI))
And this was the reaction of the Sultan : "to have the scalpel cut my body is less painful than to witness Palestine being detached from the Khilafah state and this is not going to happen …let the Jews keep their millions and once the Khilafah is torn apart one day, then they can take Palestine without a price."
